Pacifico Energy secures Texas approval for massive data center project

Pacifico Energy has received a crucial green light for its GW Ranch development in West Texas, paving the way for the construction of what will become the largest permitted data center power campus in the United States. With authorization granted by the Texas Commission on Environmental Quality (TCEQ), the project marks a significant milestone in the development of infrastructure to support the digital economy, particularly artificial intelligence (AI) and cloud computing.

Unprecedented scale and approval

The TCEQ has issued an air-quality permit for the GW Ranch project in Pecos County, allowing Pacifico Energy to construct up to 7.65 gigawatts (GW) of gas-fired power generation. Notably, this approval is the largest of its kind ever granted in the United States. The project also meets both state and federal environmental standards, clearing key regulatory hurdles and making it "partner-ready" for development.

This air permit opens the door for full-scale construction and operation of a privately operated energy campus designed to power hyperscale data centers and other high-demand computing facilities. The approval is a significant step forward for Pacifico Energy, which can now move the project from development into its execution phase.

Innovative energy solutions for AI growth

The GW Ranch campus is a self-contained energy system that combines gas-fired generation, battery energy storage, and solar capacity. It is specifically designed to meet the growing energy needs of AI and other digital industries while minimizing the strain on Texas’s public electricity grid. Developers have emphasized that this hybrid system not only delivers reliable power but also protects local consumers from rising energy costs associated with increased demand on the grid.

At full capacity, the campus will include 7.65 GW of gas-fired power generation, 1.8 GW of battery energy storage, and 750 megawatts (MW) of solar energy. The project will span over 8,000 acres of build-ready land, with additional room for expansion as needed. The site also features multiple natural gas supply connections, including a dedicated 15-mile high-capacity pipeline linked directly to the Waha Hub, one of North America’s most important gas markets.

Pacifico Energy anticipates that the project’s first phase, with a capacity of 1 GW, will begin delivering power in the first half of 2027. As customer demand increases, there is a defined pathway to scale the project beyond this initial phase.
