X8 Cloud invests up to $50 billion in AI data centers in Paraguay

U.S.-based technology company X8 Cloud has announced plans to invest up to $50 billion in Paraguay over the next 30 years in a project to construct what is expected to become South America's largest artificial intelligence data center. The massive venture is set to harness Paraguay's abundant hydroelectric resources, with construction beginning in 2026, pending regulatory approvals.

A Strategic Choice for Green Energy

X8 Cloud's CEO, Juan Carlos Dueñas, explained that Paraguay was chosen for its "abundant hydroelectric supply" and stable diplomatic relationship with the United States. The ambitious project will rely entirely on the energy generated by the Itaipú and Yacyretá binational dams, which provide the country with some of the largest hydroelectric surpluses in the region.

Dueñas also highlighted the rising interest of U.S. companies in Paraguay as a favorable investment destination, noting that the company is already "in discussions with the U.S. Department of Commerce."

A Multi-Phased Plan for Expansion

The project will unfold in several stages, with the initial phase involving an investment of $250 million. This will establish six megawatts of capacity and deploy over 4,000 NVIDIA H100-class graphics processors. A planned second phase aims to expand the facility to 250 megawatts of capacity, supported by more than 165,000 GPUs. Ultimately, the long-term vision could bring the total investment to as much as $50 billion.

To put the scale into perspective, a data center with 250 megawatts of capacity has an electricity demand comparable to that of a small U.S. city.

If completed, the project is expected to drive significant job creation, including over 2,500 direct construction jobs, around 15,000 indirect positions, and at least 1,500 permanent roles once the facility becomes operational.

Regional Competition for AI Infrastructure

X8 Cloud's announcement reflects growing efforts by Latin American countries to attract investments in cloud and AI infrastructure amid surging demand for computing power. Factors such as the rollout of 5G networks, the growth of e-commerce and fintech platforms, and nearshoring initiatives are driving this trend.

Paraguay's entry into the competition stands out due to its reliance on renewable energy. However, other countries in the region have also made substantial progress. Brazil leads the region with roughly 200 active or planned data center projects, while Mexico, Chile, Colombia, and Argentina are also expanding their tech infrastructure through significant investments from major players like Microsoft, Amazon Web Services, and TikTok.

Challenges and Concerns

Despite the project's optimistic projections, questions remain about Paraguay's ability to meet its energy commitments. Former Senator Desirée Masi expressed skepticism regarding X8 Cloud's limited operating history and warned that the project’s energy demands could "exceed Paraguay's available supply." Analysts have noted that much of the seven gigawatts of energy generated by the Itaipú dam is already committed.

Additionally, Paraguay lacks a defined regulatory framework for data centers, which could pose a challenge for the project's long-term implementation. Policymakers will also need to address how to manage power allocations effectively to support such a large-scale initiative.

Financing Details Remain Unclear

X8 Cloud has not disclosed the identity of private investors or international agencies backing the project. However, the company indicated that it may receive support from the U.S. Trade and Development Agency.

If successful, the project will position Paraguay as a significant player in the global AI infrastructure landscape, while also raising critical questions about balancing economic growth with sustainable energy management.
