
Microsoft has initiated plans to expand its presence in Mecklenburg County, Virginia, with the proposed development of a new data center campus. The tech giant has filed an application with the US Army Corps of Engineers to develop 490 acres of land adjacent to its existing AVC17 campus, located south of Highway 58 and east of Panhandle Road.
The application outlines Microsoft’s intention to construct three one-story data center buildings on the site. Additional infrastructure includes access roads, an on-site electrical substation, and a water storage facility. According to the company, the new campus will "utilize nearby existing data center infrastructure", ensuring streamlined integration with existing operations.
The project will be executed in two phases and is expected to take between four and five years to complete, pending approval.
An attached document to the application highlights the rationale for expansion, pointing to the increasing demand for cloud platform services. The document states: "The new campus is needed to address expanding customer demand for cloud platform service in the region as teleworking capacities, cloud-based data storage and operating platforms, gaming, and contactless living behaviors have increased in recent years."
It further elaborates on the strain on existing infrastructure: "The project is located within the southern Virginia region Regional Network Group (RNG), where existing data centers are outgrowing design capacity much faster than originally anticipated. These capacity issues are related to the push for greater teleworking capacities and cloud-based storage. Because of construction timelines, the applicant is planning now for existing capacity demand and future growth to meet customer and community needs. Datacenter design for this project is advanced and is expected to provide optimal operational efficiencies."
Mecklenburg County has been a key location for Microsoft’s data center operations. The company’s Boydton campus, first announced in 2010, marked a significant investment of nearly $500 million, considered the largest economic investment in Southern Virginia’s history at the time. The Boydton campus has undergone multiple expansions since its inception, with additional developments announced in 2011, 2013, 2014, 2015, and 2016.
Beyond the Boydton facility, Microsoft has pursued other data center projects in Mecklenburg County in recent years. Between 2022 and 2023, the company filed for three separate data center campuses in the area. These include a 369-acre campus north of Butler Farm Road, a 132-acre campus at 210 Tunstall Road with plans for three buildings, and a 259-acre site at the Lakeside Commerce Park, also slated to feature three buildings.
Microsoft’s operations in Virginia are part of the company’s broader presence in the state, which includes two Azure cloud regions - East and East 2 - as well as two government-dedicated zones, US DoD East and US Gov Virginia.
Mecklenburg County’s central location offers strategic advantages, being within an hour and a half of Richmond, Virginia, and Raleigh, North Carolina, as well as two and a half hours from Norfolk, Virginia. This accessibility positions the region as an ideal hub for Microsoft’s expanding data center network.
Details about the size and capacity of the proposed data centers have not yet been disclosed, and the project remains subject to regulatory approval. However, Microsoft’s continued investment in the region underscores its commitment to meeting growing customer and community needs in the cloud services sector.
