Google plans €13 billion Finland AI infrastructure buildout

Google said it will invest at least €13 billion in Finland during 2027–2028, combining new data centers, an expansion of its Hamina site, long-term electricity procurement, wind capacity, battery storage, and local community funding as it builds out infrastructure for AI and other digital services.

The plan adds three new data-center locations in Kajaani, Muhos, and Vaala and expands Google’s existing site in Hamina. Google said the infrastructure is intended to support AI services including Gemini, along with Search, Maps, and YouTube.

Expansion tied to power supply

A central part of the announcement is a 22-year power-purchase agreement with Fortum linked to the Loviisa nuclear plant. The source article says Google is not buying the Loviisa nuclear power plant and describes the deal as a long-term electricity contract.

Under Fortum’s schedule, Google’s contracted share starts at a smaller capacity in 2028 and rises to as much as 50% of Loviisa’s total capacity during 2030–2049. The article notes that this is narrower than saying Google receives half of the plant’s output for the entire contract.

Why Finland features in the plan

The article says AI data centers require very large and steady electricity supplies, making the power system a core part of the computing strategy.
