The Memphis City Council voted to halt data center construction for 135 days, choosing a shorter pause over a proposed one-year moratorium during a contentious meeting.
The approved ordinance is intended to complement Memphis Mayor Paul Young’s executive order establishing a 90-day period to study the impacts of data center development.
Memphis has become a data center hotspot driven by Elon Musk’s SpaceXAI. Public opposition to development in the region has grown since construction of the company’s Colossus 1 data center in 2024. SpaceXAI has built two other data centers and has two under construction in Memphis and the surrounding region.
The proposed one-year moratorium would have paused new data center construction to give the city time to adopt permanent zoning and development regulations and establish disclosure requirements for applicants.
That longer proposal also would have allowed study of impacts on air quality, electrical infrastructure, water protection, and noise. It would not have stopped existing data centers from operating.
