How to read these numbers

The benchmarks below are assembled from the public cost references available as of September 2026: JLL cold-chain research (which pegs cold storage construction at $130-180 per sqft against $70-90 for conventional distribution), CBRE cold storage viewpoints and pipeline data, benchmarks circulated by the International Institute of Ammonia Refrigeration (IIAR), Global Cold Chain Alliance (GCCA/IARW) capacity data, 2026 planning ranges published by cold-chain consultancies Terrapin CG and ColdMatch, and real disclosed project costs from Ware Malcomb-designed facilities filed with the Texas Department of Licensing and Regulation.

These sources measure different things, and the spread matters. Brokerage figures tend to describe conventional cooler and freezer distribution shells; design-build and consultancy figures for automated high-bay freezers run two to three times higher per square foot precisely because the building holds far more product per foot of slab. That is why this guide quotes per-pallet-position costs alongside $/sqft wherever automation enters the picture — on a per-pallet basis the automated building usually wins.

Figures are hard construction cost unless noted; soft costs (design, permitting, insurance, financing carry) add roughly 15-30% on top in published planning guidance. Where filed project totals are used — like the $35.6M Texacold facility in Haltom City, TX — they reflect the owner’s declared construction value, and we say so.

Why square-foot numbers scatter so badly

Two identical-looking $/sqft figures can describe completely different buildings. A 40-ft clear conventional freezer and a 110-ft rack-supported ASRS freezer differ threefold on cost per square foot and yet may land within 30% per pallet position. Real filings show the same spread: Ware Malcomb’s build-to-suit Texacold facility in Haltom City, TX filed at $35.6M for 155,320 sqft (about $229/sqft), while the speculative Scout Cold Logistics building in Garland, TX filed at $22M for 133,634 sqft (about $165/sqft) — same designer, same metro, 40% apart on scope. Always ask what temperature zones, clear height, and automation a quoted number assumes.

What moves the number

Cold storage cost is a stack of engineered systems on top of an industrial shell. The six factors below drive most of the spread between a $155 cooler and a $600 automated freezer:

06 — Trend

Where the cold storage market is heading

The boom has normalized. CBRE tracked speculative cold storage development rocketing from 300,000 sqft in 2019 to 3.3M sqft by mid-2022; the national pipeline hit roughly 9.4M sqft (about 206M cubic feet) at the start of 2024, then contracted to about 5.9M sqft heading into 2026 — the lowest construction level since 2020, per Refrigerated & Frozen Foods’ 2026 outlook coverage. Spec developers who built into the surge are absorbing space; build-to-suit and owner-operator projects now carry the market.

The replacement story is bigger than the growth story. JLL research finds 78% of US cold storage warehouses are at least 20 years old — low-bay, R-22-era buildings that can’t serve modern throughput — while the GCCA/IARW Top 25 temperature-controlled providers now operate 7.76 billion cubic feet, up 6.3% year over year. New capacity is increasingly automated: high-bay ASRS projects claim a rising share of the pipeline because land, labor, and energy all favor density.

Demand tailwinds haven’t gone away: CBRE’s cold chain work cites e-commerce grocery climbing toward 21.5% of grocery sales, population growth in Sun Belt food markets, and import volumes routing through cold ports. Layer on food-onshoring — processors localizing supply chains after a decade of disruption — and the 2026-2030 build cycle looks steadier and more technical than the 2021 land grab.

Who actually builds a freezer

Cold storage punishes generalist teams. The project manager has to sequence IMP envelope, underfloor glycol, and an ammonia or CO2 machine room whose 25-35% cost share makes refrigeration the real critical path; the superintendent has to protect a vapor barrier that one careless penetration can ruin; and commissioning agents have to pull a building down to -10F on a schedule without cracking the slab. Add PSM documentation on ammonia plants and USDA detailing on processing space, and the delivery team looks closer to a mission-critical crew than a tilt-wall one — which is exactly where owners are now recruiting from.
