01 — DefinitionWhat the defense industrial base actually is Strip the jargon and the defense industrial base (DIB) is the network of companies, facilities and people that researches, designs, produces, delivers and maintains the systems the U.S. military operates — from prime contractors and shipyards down to the machine shops, software teams and component suppliers underneath them. Congressional Research Service reporting, citing National Defense Industrial Association data, counts roughly 59,678 companies employing about 1.1 million U.S. workers as of 2021 — a base that had consolidated for three decades before the current rebuild began. Two policy documents frame today's moment. The Pentagon's first-ever National Defense Industrial Strategy (January 2024) declared the existing base undersized for great-power competition and set four priorities: resilient supply chains, workforce readiness, flexible acquisition and economic deterrence. And the annual military construction appropriation — the money that literally pours the concrete on installations — reached $19.737 billion enacted for FY2026, up from $17.509 billion in FY2025. This guide reads the DIB through one specific lens: construction and the hiring behind it. Munitions plants, shipyard recapitalization, missile factories and drone plants are physical buildings before they are programs — somebody estimates them, manages them, commissions them and then staffs the production lines inside. First, military construction itself: the FY2026 request of $18.893 billion for MILCON and family housing was already 7.9% above FY2025's enacted level, and Congress appropriated $19.737 billion — barracks, piers, runways, depots and the utilities under all of them. Second, the munitions rebuild. The Army is executing a 15-year, roughly $16 billion modernization of its organic industrial base — the 23 government-owned arsenals, depots and ammunition plants, much of it World War II vintage. The visible test case is 155mm artillery: after investing $469 million, the Army opened a modular metal-parts plant in Mesquite, Texas in 2024 toward a goal of 100,000 shells per month — but as of March 2026 output stood at 36,000 rounds per month (up from 14,000 before the ramp), with the Mesquite line still working through qualification problems and a follow-on target of 140,000 loaded rounds by December 2027. The lesson for anyone staffing this market: industrial capacity is a construction and workforce problem long before it is a production statistic. Third, the shipyards. The Navy's Shipyard Infrastructure Optimization Program (SIOP) is a 20-year, $21 billion recapitalization of the four public naval shipyards — dry docks, yard layouts and industrial equipment — while on the private side the submarine industrial base has been told to add 100,000 workers over a decade to deliver Virginia- and Columbia-class boats. Each of those programs is a rolling sequence of discrete construction projects, each with its own estimating, field leadership and commissioning hires. 03 — New factoriesThe new defense factories, from Arsenal-1 to Starfactory The most-watched storyline is the new entrants building factories at consumer-electronics scale. We track these programs on the defense manufacturing construction tracker and military construction tracker. 04 — The peopleWho builds it — and who staffs it Defense industrial programs hire in two waves, and conflating them is the most common planning error we see. Wave one: the construction team Project executives, project managers, superintendents, MEP and electrical leadership, QA/QC, safety professionals, schedulers and commissioning agents — plus the craft workforce under them. The scopes rhyme with commercial mission-critical work (structure, power, mechanical, controls), which is exactly why defense programs now compete with data centers and fabs for the same people. What differs on a defense site: badging and background screening, escorted zones, explosive-safety (DDESB-style) siting constraints on munitions work, and documentation discipline closer to nuclear than to commercial. Wave two: the production workforce Welders, machinists, electronics assemblers, energetics technicians, test engineers, quality and manufacturing engineers, and plant leadership. This is where the famous shortfalls live — the submarine industrial base's 100,000-workers-in-a-decade mandate is a production-workforce number — and where ITAR and clearance rules start shaping candidate pools (next section). Timing matters: production hiring typically overlaps the last third of construction, so the two waves compete for site access, training bandwidth and local housing at exactly the moment schedules are least forgiving. Keeping them separate is both a speed advantage and a compliance requirement. Site access and badging. Most construction-phase roles need background screening and installation access — not a personnel security clearance. Requirements are set site by site; assuming everyone needs a clearance shrinks your candidate pool for no reason. Personnel security clearances. Where genuinely required, clearances demand U.S. citizenship and employer sponsorship; they cannot be self-obtained. Facility clearances (for the company) are separate from personnel clearances (for the individual). ITAR / export control. Roles touching ITAR-controlled technical data are generally limited to U.S. persons as defined in 22 CFR 120 — citizens, lawful permanent residents and certain protected individuals. That is broader than citizens-only: job posts that demand citizenship where the law permits any U.S. person have drawn enforcement from the Department of Justice's Immigrant and Employee Rights Section. Camden, Courtland and Pickaway County are small labor markets absorbing enormous scopes, which means traveler programs, per diem and relocation assistance decide search outcomes there just as they do on remote grid work. 07 — HiringWhat this means for hiring in 2026 and 2027 Demand is contracted years ahead — appropriations, multi-year munitions buys and 15-to-20-year infrastructure programs — while supply is the same construction workforce every other capital program wants. Associated Builders and Contractors projects the industry must attract 456,000 net new workers in 2027; the Navy's submarine base alone is chasing 100,000 over a decade. Defense scopes therefore compete directly with data centers, fabs and grid programs for estimators, superintendents, MEP leadership and commissioning talent — often in thinner labor markets and with stricter screening gates. For employers: separate the badging gate from the clearance gate in every req; start cleared and U.S.-person-restricted searches 60–90 days earlier than commercial equivalents (a market observation, not a statistic); and sell the program's multi-year backlog — schedule certainty is the one thing defense can offer that commercial construction cannot. For candidates: defense industrial work rewards documentation discipline, and the screening gates are navigable — U.S.-person status covers more people than most candidates assume.
