01 — Methodology

How to read these numbers

Two federal wage series carry most of the weight here. BLS Occupational Employment and Wage Statistics codes 49-9051, electrical power-line installers and repairers and 49-2095, electrical and electronics repairers — powerhouse, substation, and relay. The May 2025 estimates were released in May 2026 and are the most current national figures; the prior May 2024 release put the lineman median at $92,560, so the year-over-year move is visible where it matters. Employment levels and openings come from the BLS 2024–2034 Employment Projections, read through O*NET OnLine and My Next Move, while the percentile tables come from CareerOneStop, which republishes the BLS OEWS wage distributions.

BLS has no code for “relay technician,” “NETA Level 3,” or “P&C engineer,” so role-level detail comes from named non-federal sources: IBEW local wage sheets published by Locals 611 and 12, NETA’s ETT certification program requirements and the NETA World Journal, state tables from CareerOneStop, workforce data from CEWD and the DOE US Energy and Employment Report, and posting aggregates from ZipRecruiter, Glassdoor, and Salary.com. Aggregator figures are scraped from postings or self-reported, and are labelled as such every time they appear.

Every figure was retrieved in August 2026 and is presented at the vintage its publisher assigned it. Where sources disagree — and on relay and protection titles they disagree by more than 50% — we show the spread rather than average it into a number nobody actually publishes. Rates are national unless a state, local union, or agreement is named.

What these figures are — and are not

These are public-market benchmarks, not iRecruit placement data and not an offer range. The federal figures are OEWS occupational medians: they blend apprentices with thirty-year journeymen, union and merit shop, utility and contractor, and they measure base wages — not the overtime, double time, and per diem that make up a large share of what a traveling lineman or test technician actually banks. The IBEW numbers are published collective-bargaining scales for two specific locals and do not generalize to every jurisdiction. Aggregator figures reflect what employers post and what workers self-report, which is why generic and utility-specific relay titles differ by roughly $40,000. Read all of it as a frame for a compensation conversation, then price your own market, classification, and call-out rules.

Why the relay and P&C numbers scatter so widely

Job titles in this market are not standardized, and the aggregators are matching on strings. Salary.com classifies a generic relay technician as an entry-level electrical engineering technician role and reports $61,866 (August 2026); ZipRecruiter’s substation relay technician average is $104,604 (August 2026). Both are “relay technician.” The same problem hits engineering, where ZipRecruiter puts a relay protection engineer at $118,044 and Salary.com at $80,245. The BLS 49-2095 series — median $103,020, floor $65,730 — is the more stable reference, because it is built from employer payroll reporting rather than posted job titles.

What premiums add on top of scale

Base rate is the smaller half of the story in this trade. Storm work, travel, certification, and the agreement a crew works under can add more to annual earnings than a two-step promotion does.

The compounding is the point. A journeyman on a $54.30 check with a $22.08 benefit package is at $76.38 an hour before a single premium hour; add a double-time storm rotation with per diem and a fortnight can outrun a quarter of straight-time work. It is also why base-rate comparisons between a utility staff post and a traveling line-construction or NETA testing job are close to meaningless without the call-out and per diem rules attached.

Regional and market spread

Line work pays on local scale and local storm exposure. Substation, relay, and NETA testing pay closer to a single national market, because those technicians travel to the work rather than waiting for it. Both patterns show up below.

The map inverts once premiums are counted. Gulf Coast and Southeast base scales trail the Pacific and Northeast medians, but Florida, Texas, Louisiana, and the Carolinas generate the hurricane restoration and mutual-aid rotations where a single season of double time and per diem closes much of the gap. For substation, relay, and NETA testing work the geography matters less: those technicians are dispatched nationally, and the binding constraint is certification level rather than zip code.

06 — Trend

The pipeline problem behind the numbers

Wages are climbing because the bench is thin. CEWD’s 2023 Energy Workforce Survey — 41 utilities covering roughly 315,000 jobs, about 56% of US utility employment — found that 56% of the industry’s workers had fewer than ten years of service, with lineworkers and engineers both above 60%, as reported by the American Public Power Association. CEWD has since discontinued the report, which makes 2023 the last full public read on utility workforce tenure.

Federal data fills the gap. BLS projects roughly 10,700 annual openings for power-line installers through 2034 against employment of about 127,400, with growth of 7% or more; the substation and relay series adds about 2,000 openings a year against employment near 23,400. CEWD’s Energy Workforce Fast Facts, drawing on the DOE US Energy and Employment Report, counts 8.5 million US energy jobs in 2025 — 5.4% of all US employment — with 1,463,700 in transmission, distribution, and storage alone. The same page cites US Department of Labor figures requiring roughly 81,000 electricians hired and trained annually for a decade, and Brookings’ 2024 estimate of 17 million new and 15 million replacement energy and infrastructure workers between 2025 and 2035.

The certification ladder is what makes the testing side especially inelastic. Because NETA Level 3 requires roughly five years of documented field experience and Level 4 about ten, and because candidates must be employed by a NETA Accredited Company to sit the exam, a shortage of senior test technicians cannot be solved by hiring — only by having started five years earlier. Certifications also run on a three-year recertification cycle, so the pool leaks at the top while it fills slowly at the bottom.

07 — Workforce

Reading these numbers before you write an offer

Three rules follow from the data. First, compare packages, not rates: a published IBEW scale like Local 611’s $54.30 plus $22.08 is not comparable to a merit shop hourly number until benefits, per diem, and call-out rules are on the same page. Second, treat aggregator averages as a range check, never as a market rate — the same relay title spans $61,866 to $104,604 depending on which site you read. Third, anchor on the right BLS percentile rather than the median: a transmission-qualified journeyman with storm history belongs against the $109,740–$128,690 band, not the $95,320 midpoint.

The same logic runs through testing and protection.
