How to read these numbers

The spine of this guide is WGI’s annual Parking Structure Cost Outlook, the most widely referenced benchmark in the parking industry: the 2026 edition puts the national median at $33,300 per space, or $98.75 per square foot, a 6% increase over the 2025 median of $31,400 per space, which itself followed $29,900 in 2024. Around that spine we layer RSMeans 2026-based cost data compiled by Terrapin Consulting Group across structural systems and regions, and a February 2026 UCLA Institute of Transportation Studies analysis of construction costs in 17 US cities.

Read the medians carefully. WGI’s dataset deliberately excludes outliers such as underground facilities, parking beneath occupied buildings, and unusually large or small projects, so its median describes a conventional standalone above-grade deck. The moment a project goes below grade, sits under a podium, or carries municipal facade requirements, it leaves the median behind — the 2026 UCLA study, which does include those conditions, found aboveground spaces averaging about $52,000 and underground spaces about $73,000 across its 17 cities, excluding land and soft costs.

All figures are hard construction cost unless noted; land, financing, design, and permitting ride on top, and WGI notes that required systems such as fire sprinklers can add 15-25% to a per-space figure. Ranges reflect the 25th-75th-style spread across published sources rather than a single point, because a parking space in Phoenix and a parking space two levels under a San Francisco tower are different products. Why per-space numbers scatter

Per-space cost is a quotient, and both numerator and denominator move. The numerator swings with structural system, grade, seismic zone, and facade scope; the denominator swings with layout efficiency — a 320 SF/space design and a 380 SF/space design differ by nearly 19% on identical per-SF pricing. WGI’s median also excludes underground and under-building projects, so a downtown mixed-use podium quoted against the $33,300 median is comparing apples to a different fruit. Always confirm gross SF per space and what soft costs are included before comparing bids.

Escalation is accelerating, not cooling, and WGI names the causes — skilled-labor shortages, Section 232-era tariffs on steel and aluminum that hit rebar, PT tendon, and precast connection hardware, and code requirements (EV charging, life safety, sustainable design) that add scope no 2021 pro forma carried. An owner holding a 2024 estimate is roughly 11% underwater on the median before any project-specific risk.

The second structural trend is that garages are being designed to stop being garages. Precast decks live or die on erector crews and crane logistics — a 400-700 space precast garage can top out in 6-10 months with a practiced erection crew, versus 9-14 months cast-in-place (RSMeans-based 2026 data).
