None of the four has enough people, which is why state medians understate what a proven fab hire actually costs. 06 — TrendWhat changed between the CHIPS awards and 2026The schedules moved right and the pay moved up, which is not the pairing most 2023 workforce plans assumed. Intel had spent $3.7 billion at New Albany through the end of 2024 after breaking ground in September 2022, and logged more than 6.4 million work hours and 200,000 cubic yards of concrete, but its first Ohio fab is now targeted for 2030 with a second in 2031 (Manufacturing Dive). Micron pushed its Clay, New York construction start from late 2025 to Q2 2026, its first fab from 2028 to Q3 2030, and full buildout out to 2041, with the county executive attributing the slip to longer construction cycles and labor shortages (Construction Dive, Nov 2025).Wages did not wait. The BLS median for construction managers rose from $106,980 in May 2024 to $114,990 in May 2025, roughly 7.5% in a single survey year, well ahead of general inflation. 360X Staffing’s March 2026 Arizona report relayed an AZ Big Media analysis of BLS data showing top trades up as much as 45.2% over five years. The mechanism is simple: fabs, data centers and grid work now compete for one pool of electricians, pipefitters and the supervision that runs them, and delayed megaprojects release that pressure slowly rather than all at once.The forward gap is the reason pay pressure persists. SEMI, the National Science Foundation and McKinsey reported on July 7, 2026 that $390 billion of announced US investment through 2030 needs about 189,000 additional workers, with a projected shortfall of up to 157,000.
