Is this the same as a Mechanical Manager?

No. The Mechanical Manager is an office and program seat: procurement, submittals, change orders, budget and the mechanical PM function. The Mechanical Superintendent is in the field every day running crews and subs. Larger contractors pair the two; smaller ones ask one person to do both, and we will tell you on the call if that is what you are actually describing.
