A $366 million data center proposal in Cedar Creek, Texas, has been filed with the Texas Department of Licensing and Regulation, as the state pauses new environmental permits for data centers pending a grid-related audit.
The filing covers Project Longhorn - Building One, a planned 498,165 sq ft (46,281 sqm) facility on Earl Callahan Road, near Walter Hoffman Road, in Bastrop County outside Austin. Construction is targeted to start on November 30, 2026, and finish by the end of January 2028.
Anthropic is reportedly in talks to lease a major data center campus in the Cedar Creek area supported by a 2,842-acre gas-fired electric generation facility. Representatives for Black Chamber, Pacifico Energy, and Anthropic did not respond to BizJournals' requests for comment on that facility.
At full buildout, the project is expected to provide 710MW of "site-rated redundant power using simple-cycle natural gas turbines" to support 490MW of IT capacity.

Texas has attracted a large influx of data center projects in recent years, but the state has begun pushing back. In September, Governor Greg Abbott halted all new data center permits from the state’s environmental agency pending a large-scale audit of facilities seeking connections to the Electric Reliability Council of Texas (ERCOT) grid.
ERCOT aims to finish the audit by December. Against that backdrop, the Cedar Creek filing appears to indicate that the project is moving ahead.
The proposed project sits near EdgeConneX's major campus, where applications for four additional data center buildings were filed in August 2026.
At full build-out, EdgeConneX’s Bastrop County presence could encompass more than a dozen buildings across more than 1,500 acres. AI cloud firm CoreWeave is set to lease at least part of that capacity.
Pacifico Energy, the energy arm of investment firm Pacifico Group, has interests in renewable and fossil fuel-based projects. Earlier this year, it secured a 7.65GW air permit from the Texas Commission on Environmental Quality (TCEQ) for its planned 5GW GW Ranch project in West Texas.
Black Chamber Partners is part of a private equity firm focused on data center development, typically in Northern Virginia. Founded in 2019, the group develops build-to-suit powered shells for hyperscalers.
