The US Department of Defense (DoD) is seeking a contractor to deliver a command and control facility and supporting data center for the US Space Command in Alabama, with an estimated cost of approximately $4bn and a delivery deadline of December 2031.
An advance notice published on Sam.Gov on October 13 says the Air Force Civil Engineer Center (AFCEC) is seeking a Design-Build Contractor (DBC) for the project, known as the USSPACECOM C2F. Applications are due by December 15, 2026.
The 700,000 sq ft (65,030 sqm) facility is planned for 64 acres at Redstone Arsenal and must support approximately 1,800 personnel. The source does not provide a separate size for the supporting data center.
The selected contractor will handle design, construction, fit-out, commissioning, and accreditation. The approximately $4bn estimate also covers fixtures, furniture, and equipment.
The command and control center must include radio frequency shielding, high-altitude electromagnetic pulse protection, a sensitive compartmented information facility, and redundant and resilient infrastructure.
Applicants must be US-based organizations with Top Secret Facility Security clearance and demonstrated success on projects of this scale.
The DoD, stylized as the Department of War, describes the project in its notice as a mission-critical facility.
The project comes as the US Space Command prepares to relocate its headquarters from Colorado Springs, Colorado, to Redstone Arsenal. The relocation has been in the works since 2021. Following various delays, President Donald Trump announced in 2025 that the move would proceed and be completed by 2032.
Reestablished in 2019 with a focus on warfighting, the US Space Command is responsible for military operations in outer space.
Redstone Arsenal is a US Army base in Madison County, Alabama, and serves as the center of testing and development for the Army's missile programs. It houses more than 75 tenant agencies, including the US Space Command, NASA's Marshall Space Flight Center, and the FBI.
The contractor selected for the command and control facility will have until December 2031 to deliver it, ahead of the announced 2032 completion of the headquarters move.
