Panamint starts 1.2 GW Big Rooter solar project in Texas

Panamint Capital has begun work on the $1.7 billion Big Rooter Power solar project in Robertson County, Texas, marking the start of a 1.2 GW (DC) development at the company’s Twin Oaks power station.

The project is being built at an existing coal mining site located between Dallas and Houston. Panamint Capital, a US energy infrastructure company, is developing the solar facility in two phases.

Construction is now underway on the 491 MW (DC) Big Rooter West phase, which is scheduled to reach commercial operation in August 2028. The larger 658 MW (DC) Big Rooter East phase is expected to begin construction in December 2026 and start commercial operation in August 2029.

Panamint has lined up several suppliers and contractors for the project. SOLV Energy will provide EPC services. First Solar will manufacture approximately 2 million modules at its US facilities, while Nextpower will supply NX Horizon solar tracker systems.

According to the project details, the two phases are expected to create more than 800 construction jobs and use over 34,000 tons of domestically manufactured steel.
