To appear, a program must meet at least three of the following criteria:

Publicly confirmed owner building or expanding a factory, launch site, or shipyard for aerospace, defense-tech, or advanced-manufacturing output.
Disclosed location at minimum to municipality level.
Public size figure (square footage, acreage, dollar investment, or a production-rate target).
Confirmed status — announced, under construction, phase 1 operating, or operating with an active expansion.
