The Army’s FY26 request puts $1.1B into seven organic-industrial-base facilities in a single year; the Navy’s five-year program earmarks $6.2B to grow submarine industrial base capacity on top of roughly $3.4B in third-party supplier-base contract ceilings already awarded; RTX put $2.6B of capex to work in 2025; and Lockheed Martin has announced a multibillion-dollar program to build or modernize more than 20 facilities across Arkansas, Alabama, Florida, Massachusetts and Texas.Geography is concentrating. Camden, Arkansas now hosts both Lockheed Martin’s munitions campus and L3Harris’s solid-rocket-motor “factories of the future”; Huntsville stacks missile integration on propulsion; Kingsport and Radford anchor the energetics rebuild while Independence, Missouri carries the small-caliber rebuild at Lake City; and central Ohio landed a ~$900M drone campus. These are mostly non-metro markets where a single program can absorb the entire local supply of industrial-qualified crews.Speed expectations are diverging from reality. Arsenal-1 went from announcement to first production in under 18 months, while the Mesquite 155mm plant — opened in 2024 — had produced no 155mm parts two years later, per the DoD Inspector General. The difference between those two outcomes is largely execution capacity: process know-how, commissioning talent and field leadership, not money. 07 — WorkforceThe workforce angle: who actually builds these plantsThe buildout lands on a market already short of people. Associated Builders and Contractors estimates the industry must attract roughly 349,000 net new workers in 2026 and 456,000 in 2027, and industry studies project about 41% of the current construction workforce retiring by 2031 — while defense projects compete for the same industrial trades as semiconductor fabs, data centers and grid programs. On defense sites the filter tightens further: background checks and badging for everyone, US-person requirements in ITAR-controlled areas, and cleared personnel for SCIF fit-out under ICD 705.
