01 — Methodology

How to read this guide

This guide is written for you, the construction project manager weighing an offer, not for the employer writing it. It breaks a package into six components — base, annual bonus, vehicle or allowance, per diem, relocation, and retirement and paid time off — and puts a public benchmark next to each. Base and bonus come from BLS OEWS May 2025 (SOC 11-9021, construction managers) and the PAS 2025 Construction / Construction Management Staff Salary Survey as republished in the CICPAC 2026 Compensation Report, which covers 286 contractors and 1,969 senior project managers.

Allowances use the federal references employers already use internally: the IRS 2026 standard mileage rate, the GSA FY2026 per diem tables and the IRS 2026 retirement plan limits. Benefits weight comes from BLS Employer Costs for Employee Compensation (June 2026), vacation days from the BLS National Compensation Survey (March 2026), the 401(k) match from Vanguard’s How America Saves 2026, relocation from WHR Global, counter-offers from Robert Half, and demand from the AGC/NCCER 2026 Workforce Survey, FMI, PAS and the US Census.

Use it in order: the components, the benchmark for each, the levers that move, six situations you are likely to be in, and the words to use. For the base band by level, read the construction project manager salary guide and the senior construction project manager salary guide first; this guide assumes you know your band.

What these figures are — and are not

These are public benchmarks, not iRecruit placement data and not an offer. Survey medians blend firm sizes, regions and sectors, and the federal rates are reference points employers may exceed or ignore. Price your own market, level and sector against them, then negotiate the package in front of you.

02 — At a glance

The benchmarks at a glance

The whole guide in one screen. Each row jumps to the full section.

A mid-career construction PM package in 2026 is a base in the $115,000 to $152,000 band, a bonus worth 15 to 30 percent of it depending on sector and firm, a vehicle benefit worth $8,000 to $12,000 a year, per diem or relocation when the job moves you, and a benefits layer equal to roughly 30 percent of total compensation (about 44 percent of wages). Negotiate every line, in writing.

03 — Benchmarks

The six components of a construction PM offer, priced

Each card gives you a number, who published it, and what to do with it. Posted ranges and payroll medians describe different populations, and your offer will sit somewhere between them.

$145,494
Base salary, senior PM median
PAS 2025 Staff Salary Survey data in the CICPAC 2026 report puts the senior PM base median at $145,494 across 286 firms (75th percentile $160,876); BLS OEWS May 2025 puts the construction-manager median at $114,990 and the 75th percentile at $151,640. Find your rung in the PM salary guide or the senior PM guide.
15%
Annual bonus as a share of base
At the 212 PAS firms paying senior PMs a bonus, the median was $22,475 on a $144,766 median base, about 15 percent; the average was $30,790 and the 85th percentile $46,592. ENR’s 2Q 2026 Cost Report quotes a search executive putting the typical data center bonus at 30 percent, up from 25.
76¢
Vehicle, allowance, or mileage
The IRS business rate is 72.5 cents a mile through June 2026 and 76 cents from July 1, so 15,000 business miles is $11,400 a year, tax-free under an accountable plan. Cardata, a vehicle-reimbursement vendor, puts the average flat car allowance in its own 2025 program data at just over $700 a month, taxable as wages.
$178
Per diem, GSA standard rate
GSA’s FY2026 standard CONUS rate is $110 lodging plus $68 M&IE, with M&IE tiers of $68 to $92 and first and last travel days at 75 percent. Loudoun County, Virginia is $115 plus $80 and Columbus, Ohio is $131 plus $80. Per diem at or under the federal rate under an accountable plan is not taxable to you.
$63,685
Relocation, homeowner average
WHR Global’s 2024-2025 benchmark averages $21,792 for a renter and $63,685 for a homeowner, with an average lump sum of $14,608. The 2025 federal tax law made the end of the civilian moving-expense exclusion permanent, so employer-paid relocation stays taxable wages in 2026 and after unless grossed up, which WHR says adds 40 to 50 percent to the cost.
30.5%
Benefits, retirement and PTO
BLS ECEC for June 2026 puts private construction compensation at $51.96 an hour, of which $15.84 (30.5 percent) is benefits. Vanguard’s How America Saves 2026 reports an average 401(k) match of 4.7 percent of pay against a 2026 deferral limit of $24,500, and BLS NCS March 2026 shows 11 vacation days after one year and 16 after five.

Why the same title gets a different package

The PAS tables explain most of it. Senior PM total compensation with bonus runs a median of $160,428 at firms with $25 million to $100 million in revenue and $180,308 at firms over $500 million, and heavy and highway contractors average about $160,000 against $145,000 for building contractors. Firms paying no bonus show a higher base median ($149,388) than firms that do ($144,766), so a lower base with a real plan can out-earn a higher base without one. The common mistake is comparing offers on base alone when bonus, vehicle and per diem move the annual total by $20,000 to $40,000.

04 — Levers

Six levers that move a construction PM offer

Base bands at a large general contractor are usually fixed by grade; bonus target, sign-on, vehicle, start date and title usually are not. These are the levers that move most often, with the evidence for each.

30%
Negotiate total compensation, not base
Benefits are 30.5 percent of construction compensation per BLS ECEC June 2026, and bonus plus vehicle can add another 20 to 30 percent on top of base. Ask for the full package in writing before you respond to any single number.
+4%
Know the raise budget you are leaving
PAS reports construction base increases of 4.36 percent in 2025 and a 3.9 percent forecast for 2026; FMI’s 2026 Compensation Trends Study puts 2026 budgets at 4.3 percent across 218 AEC firms. An external move resets you to the band, so price it against the band, not your last raise.
$10K-$47K
Get the bonus plan in writing
PAS senior PM bonuses run from $10,000 at the 15th percentile to $46,592 at the 85th, so target, guaranteed, discretionary and prorated each change the number. Ask for the target percentage, the metrics, the payout date, first-year proration, and what happens if you leave before payout.
Sign-on
Use a sign-on to cover what you forfeit
Leaving in the fourth quarter can forfeit an earned bonus and unvested employer match. A sign-on sized to the forfeited amount is easier to approve than a higher base because it does not compound; get the clawback period in writing.
+24%
Price your credential
PMI’s Earning Power survey, 14th edition, puts the US median for PMP holders at $135,000 against $109,157 for non-certified respondents. State the credential when base is discussed; the certifications guide covers which one each employer type weights.
$160K-$180K
Anchor to program size and sector
PAS senior PM total compensation medians rise from $160,428 at $25 million to $100 million firms to $180,308 at firms over $500 million, and heavy and highway work pays above building. If the job carries a larger program or a mission-critical owner, ask to be priced against that band.

The lines that rarely move at a large GC are the base band for your grade, the company-wide bonus formula and the health plan. Spend your asks on what the hiring manager controls: position inside the band, bonus target and proration, sign-on, vehicle, per diem, relocation gross-up, start date and title.

05 — Scenarios

Six situations and how the package changes in each

The right ask depends on why the offer exists. Each scenario names the components that matter most, the benchmark to hold them against, and the risk to manage.

Counter-offer from your current employer
Exit risk within a year
Recruiter surveys, including Robert Half’s UK and Australian career guides, consistently report that a large share of people who accept a counter-offer leave within a year; the published rates vary widely by country and survey year, so treat any single figure with caution. If you take one, get base, title, bonus target and effective date in writing.
Relocation to a data center corridor
$21.8K-$63.7K
WHR Global averages $21,792 for a renter and $63,685 for a homeowner. Ask for the policy type (lump sum, reimbursed or managed move), temporary housing length, home-sale assistance and a tax gross-up, since relocation remains taxable wages in 2026.
Travel or rotational role
$178-$211/day
Hold per diem against the GSA table for the actual site ($178 standard, $195 Loudoun, $211 Columbus). Confirm whether it pays seven days a week or workdays only, whether it runs through an accountable plan (not taxed) or as a stipend (taxed), and the flight-home schedule. Per diem does not count toward bonus or retirement match.
Sector switch into mission-critical work
25% to 30%
ENR’s 2Q 2026 Cost Report quotes data center bonuses at 30 percent, up from 25, and senior PM salaries moving from about $150,000 toward $175,000; the AGC/NCCER 2026 survey found 49 percent of firms doing data center work report wage pressure. Crossing over from commercial, expect base at your current band and negotiate the bonus target instead.
Promotion in place to senior PM
+$35K
The posted gap between PM and senior PM is about $35,000 on ZipRecruiter mid-2026 averages ($97,768 to $133,172), far more than a 3.9 to 4.3 percent raise budget delivers. Ask to be moved to the senior band with its bonus target, not given a percentage; the senior PM salary guide gives the band by region.
Offer from a PE-owned or acquiring firm
Retention + LTI
Ask for the retention bonus schedule, whether the bonus plan survives the next integration, any phantom equity or long-term incentive and its vesting, and the change-of-control language. Get the plan document, not a summary, and confirm vehicle, per diem and PTO policies carry over.

In every scenario the sequence is the same: get the full package in writing, benchmark each line, pick the two or three asks that matter most to you, and make them together with the evidence attached. Serial asks over several days exhaust a hiring manager’s goodwill; one organized counter rarely does.

06 — Trend

Raises are slowing while the data center premium holds

The overall market is softer than the headlines. US Census construction spending for September 2026, released November 2, ran at a $2,186.1 billion annual rate, 2.7 percent below September 2025, with private manufacturing down to $167.2 billion from $203.7 billion. Private office construction, the Census category that contains data centers, ran at $145.6 billion against $104.4 billion a year earlier, and private power rose to $171.7 billion from $153.1 billion.

Hiring reflects the split. The AGC/NCCER 2026 Workforce Survey (1,830 respondents, July to August 2026) found 82 percent of firms with openings for salaried positions, 87 percent of those saying the roles are as hard or harder to fill than a year ago, and 74 percent of firms with project manager or supervisor openings reporting difficulty filling them, while 37 percent of firms cut headcount by at least 5 percent. Among the 28 percent doing data center work that reported on its workforce effects, 58 percent report more competition for workers and 49 percent wage pressure, and 53 percent of all firms raised salaried base pay by more than a year earlier.

Raise budgets are compressing anyway. PAS reports construction base increases of 4.36 percent in 2025 and a 3.9 percent forecast for 2026, the first sub-4 percent year since 2020; FMI puts 2026 AEC budgets at 4.3 percent; Mercer reports economy-wide merit increases of 3.1 percent in March 2026. The gap between an internal raise and a market move is widening, and employers are paying the premium in bonus, vehicle and per diem rather than base.

07 — Your move

How to run the conversation

Wait for the written offer, ask for 48 to 72 hours, and build one sheet: each component, the offer’s number, the benchmark from this guide, and your ask. Lead with the two lines that matter most to you, state the benchmark plainly (“PAS puts the senior PM bonus median near 15 percent of base; the offer is discretionary with no target”), and ask for the specific change. Keep base inside the band the employer named and put the stretch into bonus target, sign-on, vehicle, per diem and relocation gross-up. Do not resign until the revised letter reflects everything agreed.

If you are not at the offer stage yet, start with the interview questions guide and the construction project manager role guide. iRecruit is building its network of construction project managers, project engineer through project executive, for data center, semiconductor, life-sciences, power and heavy-civil programs; we shortlist and screen for those searches, the employer pays the fee, and the process is confidential by default. You can join the talent network and tell us the sectors and levels you would consider.

08 — FAQ

Frequently asked questions

What is a normal bonus for a construction project manager?+
At the PAS 2025 survey firms that paid senior project managers a bonus, the median was $22,475 on a $144,766 base, about 15 percent, with an 85th percentile of $46,592. ENR’s 2Q 2026 Cost Report puts typical data center bonuses at 30 percent, up from 25. Ask whether the plan is a target, a guarantee or discretionary; those are three different numbers.
Should I take a truck allowance or mileage reimbursement?+
Compare them after tax. Mileage at the IRS rate of 76 cents a mile (July to December 2026) is tax-free under an accountable plan, so 15,000 business miles is worth about $11,400 net. A flat allowance, which Cardata, a reimbursement vendor, averages just over $700 a month in its 2025 program data, is taxable wages.
How much per diem should a traveling construction PM get?+
Benchmark against the GSA FY2026 table for the actual site: the standard CONUS rate is $178 a day ($110 lodging plus $68 M&IE), Loudoun County, Virginia is $195 and Columbus, Ohio is $211. Confirm it is paid under an accountable plan, whether it covers seven days a week, and how often you fly home.
Is a relocation package taxable in 2026?+
Yes for civilians. The 2017 tax law suspended the moving-expense exclusion and the 2025 federal tax law made that permanent, so employer-paid relocation remains taxable wages in 2026 and after. Ask for a gross-up, which WHR Global estimates adds 40 to 50 percent to the cost, and benchmark against WHR’s averages of $21,792 for a renter and $63,685 for a homeowner.
Should I accept a counter-offer from my current employer?+
Recruiter surveys, including Robert Half’s UK and Australian career guides, report that a large share of people who accept a counter-offer leave within a year; the published rates vary widely by country and survey year. If you consider one, get the new base, title, bonus target and effective date in writing.
