01 — MethodologyHow to read these numbersThere is no federal wage series called “executive project manager,” and the ladder this guide prices — senior PM, project executive, program director or director of construction, VP of construction or operations — straddles two BLS codes. SOC 11-9021, Construction Managers, holds the senior PM and project executive rungs: BLS OEWS May 2025 puts its median at $114,990 across 380,360 workers, the 75th percentile at $151,640, the 90th at $189,440. SOC 11-1021, General and Operations Managers, is where VP seats are coded: a $105,770 median economy-wide, $167,280 at the 75th, $253,390 at the 90th — and inside construction the median rises to $123,080 in buildings and $133,930 in heavy and civil. SOC 11-1011, Chief Executives (median $213,990) is the ceiling comparator.BLS cannot see titles, so rung-level figures come from posting aggregators, clearly labeled: ZipRecruiter national averages dated May through September 2026, PayScale 2026 self-reported profiles, and Salary.com benchmarks. Recruiter survey bands come from The Birmingham Group’s 2026 Construction Salary Survey (20th–80th percentile base). Pay structure comes from FMI’s 2026 Compensation Trends Study (218 firms, fielded February 2026), PAS Inc.’s Executive Compensation Survey for Contractors as reported in ENR’s 1Q 2026 Cost Report, and the CICPAC/PAS 2025 Construction Compensation Report; the PMP premium from PMI’s Earning Power survey, 14th edition.Every figure was retrieved in September–October 2026 at the vintage its publisher assigned it, and all are base salary unless the text says total compensation. The sources disagree on this ladder more than on any rung below it — the same project executive title reads $140,299 on PayScale, $167,911 on ZipRecruiter, and $256,842 on Salary.com — so each figure carries its publisher. The rungs below are priced in our construction project manager salary guide and construction manager salary guide, which use the same BLS and ZipRecruiter figures. What these figures are — and are notThese are public-market benchmarks, not iRecruit placement data and not an offer range. The BLS percentiles blend every incumbent in two broad occupation codes, union and merit shop, residential and hyperscale; posting and self-report aggregators swing with title-string matching and small samples. Use them to frame an executive compensation conversation, then price your own market, sector, program scale, and P&L scope.02 — At a glanceThe benchmarks at a glanceThe whole guide in one screen. The gap between a posted VP average and the federal 90th percentile is mostly bonus, long-term incentive, and firm size — the three variables the rest of this guide prices.
03 — BenchmarksThe executive PM ladder in 2026Each rung carries its publisher, because this is the band where payroll, posting, and self-reported data stop agreeing. Read ZipRecruiter as what employers advertise, PayScale as what incumbents report, Birmingham Group bands as what a recruiter survey sees at the 20th–80th percentile, and the BLS percentiles as payroll truth across every firm size.$133,172Senior project manager, posted averageZipRecruiter’s mid-2026 national average, middle band $111,500-$151,500, 90th percentile $177,500. The CICPAC/PAS 2025 Construction Compensation Report puts median total compensation for senior PMs at $159,846 with top earners above $200K — the first rung where bonus is a material share of pay. The senior PM seat maps to the BLS 75th percentile of $151,640.$167,911Project executive, posted averageZipRecruiter’s mid-2026 average, middle band $141,500-$196,500, 90th percentile $222,500. PayScale’s 2026 self-reported base is $140,299 (10th-90th $94K-$207K, 30 profiles); The Birmingham Group’s survey band for Project Executive/Director I is $150,700-$273,670. The PX rung is where $500M+ program ownership and P&L accountability price in.$136,375Director of construction, posted averageZipRecruiter’s September 2026 average, middle band $106,500-$161,000, 90th percentile $187,500 — converging with the BLS 11-9021 90th percentile of $189,440. The Birmingham Group’s Project Director/Executive II band runs $186,560-$325,000: the gap between a regional GC’s director of construction and an ENR-100 program director.$107,460Construction program manager, posted averageZipRecruiter’s August 2026 average, middle band $79,500-$132,500 — a title-string trap, because “program manager” in construction postings captures mid-level coordination seats. Posted project director roles on hyperscale and semiconductor work read $210K-$225K (Insight Global estimate, Houston, spring 2026) and $230K-$285K base plus bonus (North America data center/advanced-technology). Scope, not title, prices the program seat.$157,532VP of construction, posted averageZipRecruiter’s June 2026 average, middle band $115,000-$190,000, 90th percentile $244,500; the “construction vice president” string returns the same $157,532. PayScale’s 2026 base is $151,812 with bonus $5K-$60K, profit sharing $4K-$14K, total pay $122K-$284K (59 profiles). VP of construction and VP of operations seats are where posted averages understate the market most.$253,390The federal executive ceilingBLS OEWS May 2025 90th percentile for general and operations managers (11-1021) — $259,820 inside construction of buildings and $276,230 inside heavy and civil engineering construction. Chief executives (11-1011) post a $213,990 median and a $356,200 75th percentile. A VP at a $500M+ contractor prices against these deciles, not the 11-9021 series.Sources: BLS OEWS May 2025 national and industry estimates for SOC 11-9021, 11-1021, and 11-1011 via the BLS public data API; ZipRecruiter national salary pages dated May-September 2026; PayScale 2026 profiles (updated September 2026); Salary.com benchmark retrieved August 2026; The Birmingham Group 2026 Construction Salary Survey; CICPAC/PAS 2025 Construction Compensation Report; Insight Global and Qureos postings retrieved October 2026.Why one title spans $140K to $325KFour mechanical reasons. Sample size: PayScale’s project executive figure rests on 30 self-reported profiles, its VP figure on 59. Firm size: the Birmingham Group’s $186,560-$325,000 Director/Executive II band describes large contractors, while ZipRecruiter’s $136,375 director average is weighted by far more small-GC postings. Base versus total: BLS and ZipRecruiter report base, and at this rung bonus and LTI add 15-30% or more. And the codes: a project executive can be payrolled as a construction manager (90th percentile $189,440) or a general manager (90th percentile $253,390). The honest read: a project executive at a mid-size GC clears roughly $150K-$200K base nationally; the same title on a hyperscale or fab program, or a VP seat with division P&L, prices $200K-$300K+ base before incentives. 04 — Cost driversWhat moves executive PM pay off the baseBase explains less at this rung than at any rung below it. Bonus design, long-term incentive, certification, the step from PX to VP, and sector each carry a priced premium — and they compound.15-30%Annual bonus at mid-to-large GCsThe Birmingham Group’s 2026 VP of construction guide puts annual bonus at 15-30% of base at mid-to-large GCs — $30,000-$60,000 on a $200,000 base — plus vehicle allowances of $800-$1,500 a month. FMI’s 2026 study finds 94% of AEC firms run short-term incentive programs and 75% tie them to the business plan.55%Long-term incentivesFMI’s 2026 Compensation Trends Study reports 55% of firms now offer long-term incentives, up from the 35-40% range the survey printed for years, with 71% of those firms calling their LTI effective. Deferred cash, phantom stock, and restricted stock are the vehicles; retention is the stated purpose, which is why LTI appears in VP and PX offers and rarely below.+24%PMP certificationPMI’s Earning Power survey, 14th edition, reports a $135,000 US median for PMP holders against $109,157 for non-certified respondents, and $173,000 for US holders certified more than ten years. At the executive rung it is table stakes on owner-side program seats and a tiebreaker on GC-side ones.+15-25%The step from PX to VPThe Birmingham Group puts a VP of construction 15-25% above a project executive at the same firm, on top of a $56,000-$78,000 regional-median gap between PM and PX in its 2026 survey. The increments buy division P&L, hiring authority, and board-facing reporting — what separates a VP of operations brief from a senior PX brief.$200K+Data center and semiconductor programsA September 2026 Michael Page posting for a data center project executive in Garland, Texas advertises $200,000-$240,000 base plus milestone bonuses on a 10-days-on/4-off rotation; a North America project director seat spanning data center and semiconductor work posts $230,000-$285,000 base plus bonus. Data center PM total compensation already projects near $193,000 for 2026 per our data center PM salary guide.$276KHeavy civil and life-sciences scopeHeavy and civil engineering construction carries the highest executive ceiling in the BLS industry cuts — a $276,230 90th percentile for general and operations managers against $259,820 in construction of buildings. Life-sciences delivery prices similarly: CRB’s February 2026 postings for a Senior Director of Construction Operations advertised $235,000-$315,000 in Emeryville, California and $215,000-$285,000 in Denver (via the Catalitium aggregator).Stack the premiums and the spread resolves. A PMP-certified project executive running hyperscale work at a large GC is priced off the Birmingham Group’s $186,560-$325,000 band plus a 15-30% bonus and, increasingly, an LTI grant — a $250K-$400K total-value package in the BLS 11-1021 top decile. A project executive at a regional commercial GC with no long-term incentive sits near ZipRecruiter’s $167,911 on identical years of experience. Benchmark the first candidate against the second number and the search is lost in the first call. 05 — VariationWhere executive PMs earn the mostTwo layers below. State medians are BLS OEWS May 2025 for the construction-manager series (11-9021), payroll data covering every rung; executive-rung figures are The Birmingham Group’s 2026 regional PX medians plus ZipRecruiter state averages for VP of construction. The pattern: coastal payroll leadership, with mission-critical corridors in Texas, Arizona, and the Midwest posting executive packages far above their state medians.Northeast$186K-$274K PXBirmingham Group 2026 PX base band $186,150-$273,670 with a $235,140 regional median, the highest in the country. ZipRecruiter’s VP of construction average is $172,345 in New York and about $172,000 in Massachusetts; BLS 11-9021 medians run $155,360 in New York and $145,010 in Massachusetts.Northwest and California$169K-$231K PXBirmingham Group Northwest PX band $169,280-$230,740, median $203,810. BLS 11-9021 medians: Washington $155,070, California $133,160, San Francisco the top metro at $166,030. Life-sciences and semiconductor program seats post above all of these — CRB’s Emeryville senior director range was $235,000-$315,000.Mid-Atlantic$159K-$228K PXBirmingham Group Mid-Atlantic PX band $159,340-$228,180, median $201,610. BLS 11-9021 medians: New Jersey $138,230, Delaware $132,150, the Washington DC metro $129,650 — federal, pharma, and the Northern Virginia data center corridor underwriting the executive rung.Southeast and Southwest$151K-$226K PXBirmingham Group PX medians of $195,190 (Southeast) and $189,630 (Southwest) against the lowest state payroll medians on the map: Texas $101,470, Georgia $110,810, Florida $113,130, Arizona $114,680. The $200,000-$240,000 Garland, Texas data center PX posting is that gap made visible — see our data center recruiting desk.Midwest$152K-$208K PXBirmingham Group Midwest PX band $152,130-$208,190, median $189,260, the lowest executive region — yet $80,000 above the Illinois 11-9021 median of $109,160 and Columbus at $105,200. Ohio, Indiana, and Iowa hyperscale campuses are pulling program-director offers up faster than the medians move.National executive band$72K-$253KBLS OEWS May 2025 for general and operations managers (11-1021): 25th $72,320, median $105,770, 75th $167,280, 90th $253,390. Inside construction the median is $123,080 (buildings) and $133,930 (heavy civil); the 11-9021 top decile at $189,440 is where the two series hand off.Geography prices the bottom of this ladder and barely touches the top. A senior PM at a regional GC still earns near the state median plus a seniority premium; a project executive or VP with hyperscale, fab, or life-sciences delivery history prices nationally, and the Sun Belt corridors with the lowest payroll medians now post some of the highest executive packages because that is where the programs are. Use the state table for the senior PM rung and the regional executive bands for everything above it. 06 — TrendMission-critical capex is repricing program leadershipThe demand side has moved faster than any salary survey. US Census Bureau construction-spending tables put private data center construction at an $84.95 billion seasonally adjusted annual rate in August 2026, up 73.2% from $49.05 billion a year earlier and now 63% of all private office construction ($134.1 billion). Private manufacturing construction, at $168.2 billion, is off 19.8% as the first wave of fab and battery plants completes — reshoring money migrating from new starts to commissioning and expansion programs. Every one of those programs needs a project executive or program director who has delivered one before, and that cohort is a few thousand people nationally.Executive pay is responding at the increment, not the base. PAS Inc.’s Executive Compensation Survey for Contractors, reported in ENR’s 1Q 2026 Cost Report, shows average contractor executive raises peaking at 5.6% in 2023, easing to 5.2% in 2024 and 4.5% in 2025, with 4% expected for 2026 — and PAS’s president noting that without data center work the 2025 figure would have been closer to 4.2%. The structure is shifting instead: with 55% of firms now offering long-term incentives, competition for program leadership is being fought in LTI and bonus design. The same ENR report quotes recruiters describing a senior VP move to a $270,000 base plus roughly $100,000 bonus, and a $525,000 base offer with an EBITDA bonus of 30-100% of base.Supply is the constraint. BLS projects construction-manager employment growing 9% over 2025-35 with about 49,700 openings a year, most from replacement, off a 2025 base of 609,100 jobs. The AGC 2025 Workforce Survey found 92% of firms struggling to fill open positions, four-fifths of firms carrying salaried openings, and project managers and supervisors hard to fill at 76% of firms seeking them. Expect the May 2026 and May 2027 OEWS releases to keep printing outsized moves at the 75th and 90th percentiles of both series. 07 — WorkforcePricing an executive seat before you open the searchBenchmark the seat, not the title. A senior PM with portfolio ownership belongs against ZipRecruiter’s $111,500-$151,500 band and the BLS 75th percentile; a project executive at a regional GC against $150K-$200K base; a PX or director of construction on hyperscale, fab, or life-sciences programs against the Birmingham Group’s $186,560-$325,000 band; and a VP of construction with division P&L against the 11-1021 top decile at $253,390 plus incentive. Owner-side executive seats follow a different structure, priced in our development manager and owner’s rep salary guide. Then write the offer as a structure, because candidates at this rung read structure first: base, bonus mechanics and the metric behind them, LTI vehicle and vesting, vehicle allowance, and travel terms on deployment programs. Three screening questions separate the bands — what program dollars the candidate personally delivered, in which sector, and with what P&L accountability — and adjacent answers move the number by $50K-$100K. iRecruit is building candidate density across the full executive PM ladder, project engineer through VP, in the mission-critical sectors where this repricing is sharpest; the benchmarks above are where our shortlist conversations start. ZipRecruiter’s mid-2026 posted averages run $133,172 for senior construction project managers, $167,911 for project executives, $136,375 for directors of construction, and $157,532 for VPs of construction. The federal payroll ceilings are $189,440 (BLS OEWS May 2025 90th percentile, construction managers) and $253,390 (general and operations managers), before bonus and long-term incentives. What is a project executive salary in construction?+ZipRecruiter’s mid-2026 average is $167,911 with a middle band of $141,500-$196,500 and a 90th percentile of $222,500. PayScale’s self-reported 2026 base is $140,299, Salary.com’s construction project executive benchmark is $256,842, and The Birmingham Group’s 2026 survey band is $150,700-$273,670 at the 20th-80th percentile — the spread is firm size and sector, not noise. How much does a VP of construction earn?+ZipRecruiter’s June 2026 average is $157,532 (25th-75th $115,000-$190,000, 90th $244,500), and PayScale’s 2026 base is $151,812 with total pay of $122K-$284K including bonus and profit sharing. The Birmingham Group puts typical VP base at $175,000-$225,000 with 15-30% bonus at mid-to-large GCs, and the BLS 11-1021 90th percentile inside heavy civil construction reaches $276,230.How much of executive construction pay is bonus and long-term incentive?+FMI’s 2026 Compensation Trends Study reports 94% of AEC firms run short-term incentive programs and 55% now offer long-term incentives, up from 35-40% in prior years. Recruiter guides put annual bonus at 15-30% of base for VP-level seats at mid-to-large GCs; PayScale’s VP of construction profiles show bonus of $5K-$60K and profit sharing of $4K-$14K on a $151,812 base.Do data center and semiconductor programs pay project executives more?+Yes, visibly. A September 2026 posting for a data center project executive in Garland, Texas advertised $200,000-$240,000 base plus milestone bonuses, and a North America project director seat spanning data center and semiconductor work posts $230,000-$285,000 base plus bonus — against a $167,911 generalist PX posted average and a $101,470 Texas payroll median for construction managers. Data center PM total compensation already projects near $193,000 for 2026, and the executive rung above it is priced off that base.
