But many firms don’t have enough of them. What they often have instead is a stack of technicians who can follow a process and a small group of senior CxAs who end up covering everything in the middle.
That creates a bottleneck fast. If the senior agent isn’t on-site, work slows or stops. RFIs stack up. Test sequences get held because no one in that middle tier feels like they can make the call. That’s not a field problem. It’s a staffing structure problem.
And when that middle layer is thin, routine work starts drifting in the wrong direction - either down to people who aren’t ready for it, or up to people who cost more and should be focused elsewhere.
Entry-level CxAs can do a lot more than many teams let them do. When they’re hired and used well, they can handle pre-functional checks, nameplate verification, data logging, punch list updates, turnover documentation, and standard single-system functional tests under supervision.
When firms don’t build that layer, all of that work gets pushed up to mid-level and senior staff.
That’s where cost starts climbing. Senior CxAs get pulled away from integration and IST work to handle routine tasks. Time gets burned on things that should have been delegated. And junior staff never get the reps they need to grow into mid-level roles.
That misallocation is where commissioning slows.

The simplest way to staff commissioning is to match each CxA level to the part of the job where that person brings the most value. Entry-level staff can handle repeatable checks and documentation-heavy work. Mid-level staff can run coordination and system-level testing. Senior CxAs should protect their time for IST, high-stakes calls, and sign-off.

General commercial work usually leans toward comfort cooling and code compliance. It tends to have far less focus on redundancy, failover scenarios, or load-bank testing.
In interviews, scenario-based questions usually do the heavy lifting. Ask the candidate to walk through how they’d handle a generator failure in the middle of IST. Or ask them to describe a commissioning issue that put turnover at risk and what they personally did to fix it.
People with real depth usually give concrete answers. They can explain who wrote the procedure, what role they played during execution, and how the result was documented. The wording matters too. Ownership language like "I led", "I wrote," and "I coordinated" points to a very different level of responsibility than "I observed" or "I assisted."
