It is not about IT systems engineering or systems administration, the Windows, Linux, cloud, and network seat that shares the title and pollutes every aggregator average. The BLS Occupational Employment and Wage Statistics program has no code for either; the hardware discipline lands in 17-2199, engineers, all other (154,070 jobs, May 2025 median $122,930, 10th percentile $66,810, 25th $90,970, 75th $158,090, 90th $189,950, mean $125,330), while the IT seat is coded under computer occupations and is excluded from every federal number here.The industry and ownership cuts of 17-2199 are the spine, because they separate the program-office systems engineer from the residual. The federal executive branch (OEWS designation) employs 34,020 engineers-all-other at a $150,090 median, the largest single employer of the code and the home of NASA, Army, Navy, Air Force, and Space Force program offices; its 25th percentile is $122,950, its 75th $179,490, and its 90th $195,190, a pay-cap artifact that reappears in every state where federal work dominates. Scientific research and development services (NAICS 5417), the FFRDC and defense-lab industry, pays the series $136,170 across 10,970 jobs; aerospace product and parts manufacturing (3364) pays $124,340 across 5,400; architectural, engineering, and related services (5413), the contractor and consultancy layer, pays $100,990 across 22,020, with engineering services (5413-30) at $99,540; navigational, measuring, and control instruments (3345), the defense-electronics industry, pays $115,030; semiconductor manufacturing (3344) pays $132,760.On top of the federal spine we layered three posting sources and one certification source. Indeed puts a systems engineer at $125,780 across 14,500 postings (updated September 7, 2026) and a senior systems engineer at $140,760 across 8,400 (September 6, 2026); Payscale, which samples self-reported pay and skews to the IT seat, puts the bare title at $90,115 (529 profiles, March 1, 2025) and holders of an INCOSE Certified Systems Engineering Professional (CSEP) certification at $142,000 (109 profiles, June 26, 2026). First, which seat: the IT systems engineer who shares the title is coded under computer occupations, is the majority of the 14,500 Indeed postings behind the $125,780 average, and drags Payscale’s self-reported figure down to $90,115; the hardware discipline on this page is the 17-2199 series and the employer bands, nothing else. Second, who owns the program: the same code pays $150,090 inside the federal executive branch, $136,170 inside scientific R&D, $124,340 inside aerospace manufacturing, and $100,990 inside the engineering-services contractors that staff those programs on a cost-plus rate, a $49,100 spread between the customer and its support contractor at the same median. Third, level architecture: a defense-tech manufacturer publishes $113,000–$149,000, $146,000–$194,000, $166,000–$220,000, $191,000–$253,000, and $220,000–$292,000 for five rungs of the same title on the same day in the same city, so the systems engineer salary a candidate reads is usually the floor of one band and the number an employer budgets is the midpoint of another. 04 — Cost driversPremiums that move a systems engineer offerBase rung is half the story. First, the federal footprint sets the state median more than the private market does: Alabama ($152,550), Virginia ($148,160), and the District ($151,920) top the code because program offices dominate their headcount, while California ($130,850) and Texas ($115,810) carry more manufacturing and contractor seats at lower medians even though the highest published bands on this page are in California. Second, employer bands are set by level more than by state: a defense-tech manufacturer’s senior systems engineer is $166,000–$220,000 in California, Massachusetts, and Virginia and $143,000–$191,000 in Colorado and Ohio, a $29,000 geography discount, while the step from engineer to senior inside either state is worth $24,000 to $26,000 at the ceiling and the step to staff another $33,000. 06 — TrendWhat is moving the numbersThe systems engineering function has moved from the prime’s program office to the venture-backed manufacturer’s product team. The 2026 reqs we read on September 15, 2026 are not requirements-management seats at a support contractor; they are systems engineers on air vehicle, missile, maritime, space, C2, and mission-autonomy product lines (a defense-tech manufacturer alone carried more than 80 systems-engineering reqs across California, Colorado, Massachusetts, Ohio, Georgia, Virginia, and DC), mission architecture and spacecraft design at a launch vehicle manufacturer, and space defense mission systems in Denver. The bands follow the ownership: a mid-level systems engineer at a defense-tech manufacturer in California prices at $146,000–$194,000, above the $122,930 federal median for the whole 17-2199 series and $45,000 above the $100,990 engineering-services median where the same title used to sit.The federal projection is flat and the federal payroll is not.
