That is the population a mission assurance manager or classified-systems TPM is drawn from, and it explains why a defense-tech manufacturer prints a $166,000–$253,000 band on a classified-systems TPM req, one of the widest on its board, rather than a separate clearance premium. 07 — WorkforceReading the ladder before you write the reqThree rules follow. First, code the work, not the title: a program manager who owns a hardware build, integration, and delivery belongs against 11-9041 and its aerospace cut ($192,800 median), a TPM shipping autonomy software belongs against 11-3021 ($175,140, $229,220 in semiconductor), and neither belongs against Indeed’s $99,017 generic program manager average. Second, print the level: the market has settled on TPM, senior, staff, and director bands roughly $33,000 to $49,000 apart at the top, and a req that says “program manager” with staff-level scope will be read against the $129,000–$171,000 entry band and ignored by the candidates it needs.
