How to read these numbers

There is no federal wage series called “strategic sourcing manager,” and that is the first thing a strategic sourcing manager salary search should absorb. The BLS Occupational Employment and Wage Statistics program codes the work under three series: 11-3061, purchasing managers (84,320 jobs, May 2025 median $148,080), 13-1020, buyers and purchasing agents (491,430 jobs, median $77,710), and 13-1081, logisticians (251,040 jobs, median $82,320). OEWS does not publish the detailed 13-1023 code (purchasing agents except wholesale, retail, and farm products) as a separate line; it rolls it into 13-1020, so every buyer figure here is the group figure, diluted by retail and wholesale buyers who earn less than a capital equipment sourcing specialist.

The 11-3061 series is the right spine for a sourcing manager, global supply manager, or construction procurement manager because it codes the person who sets category strategy, negotiates the contract, and owns the supplier, whatever the req calls the seat. Its May 2025 distribution runs $92,490 at the 10th percentile, $115,550 at the 25th, $148,080 at the median, $182,270 at the 75th, and $223,280 at the 90th. The industry cuts matter: aerospace product and parts manufacturing is the third-largest private employer of purchasing managers (2,540 jobs) and pays a $163,780 median, $15,700 above the national line.

The federal series measure base wages only and lag the market by roughly a year, so we layered two kinds of posting data: aggregator figures from ZipRecruiter, Salary.com, and Indeed, each labeled with its retrieval date, and employer-published base ranges read from the public Greenhouse job boards of space, defense, and battery manufacturers on September 15, 2026, cited by employer type and state rather than name. Those ranges exist because Washington and California require pay disclosure; the same employers’ Texas and Florida reqs for identical titles publish no range.

Why the same title scatters by $70,000

Title inflation runs both directions. “Global supply manager” at a launch manufacturer is a six-year seat owning a category worth tens of millions and prices at $135,000–$205,000; the same three words on a distributor req price at ZipRecruiter’s $79,183 average. “Sourcing manager” is a $120,000–$160,000 Level 3 band in Washington and a $107,505 Indeed average nationally. The federal series code the work rather than the title, which is why 11-3061 at $148,080 and its aerospace cut at $163,780 are the anchors, and why the 13-1020 group at $77,710 understates a CapEx sourcing specialist whose employer band tops out at $140,000. The other split is pay-transparency law: every range on this page comes from a disclosure state, so a Bastrop or Cape Canaveral offer gets priced off the Redmond and Long Beach bands and the Texas state median of $134,670.

Base rung is half the story. Category scope, long-lead equipment, industry, people leadership, export-control status, and site each carry a documented premium, and at a launch site or fab they stack.

Two patterns. First, state medians compress the ladder less than industry cuts do: Washington beats Texas by $28,060 for purchasing managers, aerospace beats the national line by $15,700, and employer bands in both states are set nationally by level. Second, the disclosure gap is structural: the same launch manufacturer publishes $135,000–$205,000 in Redmond and nothing in Bastrop for identical basic qualifications, so a Texas or Florida candidate prices against the Washington band whether or not the req says so.

What is moving the numbers

The category itself has changed. The 2026 reqs we read at launch, satellite, and defense manufacturers are not buying components; they are buying buildings and the long-lead equipment inside them. A single employer’s public board on September 15, 2026 carried separate sourcing seats for capital equipment and construction, data center construction, data center cooling equipment, power plant equipment, behind-the-meter transmission, utilities and infrastructure, cryogenics and power generation capital, semiconductor capital equipment, LNG capital, and industrial gases. That is a construction procurement organization built inside a manufacturer, and its bands ($120,000–$160,000 for a sourcing manager, $135,000–$205,000 for a GSM) are what a procurement manager at a general contractor now competes against.

The federal projection points the same way. The BLS Occupational Outlook Handbook projects employment of purchasing managers, buyers, and purchasing agents to grow 6 percent from 2025 to 2035, faster than average, with about 53,600 openings a year. The reindustrialization industries are already the high-wage tail: purchasing managers in computing infrastructure and hosting earn a $181,590 median, in scientific R&D $178,630, in computer and peripheral equipment manufacturing $178,520, and in aerospace $163,780, against $148,080 nationally (BLS OEWS May 2025). Salary.com’s strategic sourcing manager 90th percentile, $157,013, sits below the top of the employer’s sourcing manager band.

The qualification stack is rising faster than the title. The Redmond global supply manager req asks for six years, or ten without a degree, across engineering, purchasing, contract negotiation, or construction and facilities management; the Bastrop senior GSM asks for an advanced degree plus nine years or fifteen without one; the data center construction sourcing manager asks for construction project management or cost-estimating experience on $50M-plus packages and fluency in AIA and equipment terms. That is a construction engineer or plant engineer profile with a commercial layer, which is why the federal $182,270 75th percentile, not the median, is the realistic midpoint for a seat that carries it.

07 — Workforce

Reading the ladder before you write the req

Three rules follow. First, code the work, not the title: a construction sourcing specialist who runs RFQs on switchgear and structural packages belongs against the aerospace cut of the buyers series ($97,890 median) and the employer’s $100,000–$140,000 Level 2 band, not the $70,070 ZipRecruiter figure a generic posting pulls. Second, use the industry cut where one exists: for a construction sourcing manager at a fab or launch site, the 11-3061 aerospace median of $163,780 and its $132,910–$181,070 middle band are the frame, and that median already sits above the Salary.com strategic sourcing manager 90th percentile. Third, price scope explicitly: capital equipment and construction, long-lead switchgear and chillers, ITAR status, and people leadership each moved the published bands by $20,000 to $56,000, and they stack.
