Most MILCON jobs take 3 to 7 years from need to facility handoff. If I need to track one thing, it’s this: Congress must approve and fund the project before the government can award a contract and commit the money.

If I had to boil the article down to one idea, it would be this: MILCON delays usually start early, not in the field. Funding, design control, hiring timing, long-lead buys, testing, and turnover records all shape whether the job reaches occupancy on time.

MILCON Project Timeline: From Congressional Approval to Beneficial Occupancy
Before any dirt moves, a MILCON project has to make its way through internal review and Congress before it becomes funded work. That approval path sets the tempo for design and acquisition.
Every MILCON project begins at the installation level. A need for barracks, hangars, hospitals, secure facilities, or training infrastructure is identified first, then pushed up through the military departments and headquarters. Along the way, projects are justified, scored, and prioritized before they reach the President's Budget Request.
If a project makes it through that process, it gets programmed into the Future Years Defense Program (FYDP).
These three terms are often grouped together, but they mean different legal and financial events. And those differences matter because they control when design, solicitation, and award can move ahead.
MILCON appropriations are usually available for obligation for five fiscal years, which gives the government more time to execute than many other federal funding types. Where a project sits inside that five-year window has a direct effect on when design, solicitation, and award can move in a practical sense.
Once the requirement is funded, preconstruction staffing needs to line up with design and solicitation timing.
MILCON execution depends on a skilled team, so staffing should begin before solicitation opens. Bring in project executives, preconstruction leaders, cost managers, and schedulers 3 to 6 months before solicitation or design freeze.

Once funding is in place, the project moves into design and preconstruction, where scope, delivery method, and staffing choices become more defined. Phase 2 starts when the funded requirement turns into a design and acquisition package.
Once funding is appropriated, the job shifts from idea to something that can actually be built. That means turning the project into a clear scope, an acquisition plan, and a solicitation package.
At this point, user requirements have to become a scope that contractors can design, price, and build. In plain terms, the team needs to convert those requirements into drawings, criteria, and cost estimates that line up with UFC and UFGS.
Federal military construction also depends on BCOES reviews - biddability, constructability, operability, environmental, and sustainability - to check the work before it moves ahead.
Most delays here come from a few familiar problems:
Projects with classified spaces like SCIFs need even tighter control. The Construction Security Plan must be finished by the 30% design milestone to protect both budget and schedule. USACE also applies a Second Set of Eyes review, where a qualified reviewer checks each deliverable.
The delivery method shapes almost everything that comes next. Design-Build can shorten the timeline by overlapping design and construction. For mission-critical work, teams often use Design-Build, CMAR, or IPD so key players are aligned early and handoff risk is lower.
Source selection has a direct effect on team quality and price. A two-phase best-value selection is common on MILCON design-build projects. In Phase 1, agencies shortlist qualified teams based on experience and technical approach. In Phase 2, those shortlisted teams submit full technical proposals and pricing.
For high-reliability projects, evaluators should put heavy weight on N+1 and 2N experience. That choice then drives team structure, proposal strategy, and the evaluation criteria used in the solicitation.
This is the point where staffing shifts from planning support to proposal control. The roles that matter most in Phase 2 - design managers, MEP leads, utility/energy leads, and capture and proposal leaders - need to be in place before solicitation opens.
Why so early? Because senior technical hires usually take 60 to 90 days to fill. If a team waits until proposal season to start hiring, it often ends up with holes in the spots that matter most.
Once the scope is locked and the shortlist is in place, the project moves into RFP release and proposal evaluation.
Once the solicitation goes out, procurement starts. This is the stage where a funded need turns into a contract-ready job and the groundwork for mobilization gets set.
Contractors dig through the package, join site visits or industry days if those are offered, send in RFIs, and build their proposals before the deadline. From there, the government reviews submissions, may open discussions, and completes source selection before award. That last step often stretches the procurement timeline.
The path from solicitation to award is pretty structured. The government posts the RFP, contractors submit proposals, evaluators score those proposals against the stated criteria, and the contracting officer makes the award decision.
On MILCON design-build projects, two-phase best-value selections are common, and they usually take longer. Why? Because Phase 1 shortlisting happens before the full Phase 2 proposal. That extra step can change how a team staffs the pursuit, lines up proposal support, and thinks about hiring timing.
If a team understands this sequence early, it can plan people and workload with a lot less scrambling later.
Award is the point where the contract becomes legally binding and the funds are obligated. But that does not mean crews can start work the next morning.
Field work still waits for the NTP. The Notice to Proceed is what gives the green light for mobilization and site work. So the stretch between award and NTP matters more than people sometimes think. It's the handoff period where the job moves from paperwork into action.
During that window, teams usually need to:
Mobilization moves fast, so the core field team and controls team should already be lined up at award. If a contractor waits until after award to start filling key roles, the schedule can get tight in a hurry.
On the contractor side, these roles need to be active at that point: Project Manager, Superintendent, CQC Manager, Site Safety and Health Officer (SSHO), Scheduler, Project Engineer, and Contract Administrator. On the government side, the Contracting Officer, Resident Engineer, and Government Project Manager should be engaged and reachable from day one.
A big pressure point in MILCON is clearance timing. Many roles need Secret or Top Secret clearances, and those can take months. Hire too late here, and mobilization slips before the first shovel even touches the ground.
Teams that treat award as the moment to start hiring, instead of the point by which hiring should already be done, often run into avoidable mobilization delays.
Once the notice to proceed is issued, the project moves into its longest phase. After award and NTP, the job leaves early mobilization behind and shifts into field execution and turnover. At that point, schedule control comes down to the day-to-day work: tight coordination, up-to-date document control, and turnover planning that starts early instead of at the last minute.
Field execution almost never moves in a straight line. MILCON projects tend to slow down when closeout documents, system testing, and turnover records aren't tracked all the way through the job. Teams that hold the schedule usually do a few simple things well: they keep a live closeout log from kickoff, update as-builts every month, and close work by area, floor, or system as soon as each part is ready.
That approach matters because closeout problems don't usually appear all at once. They pile up quietly, then hit the team near the end. A missing test record here, an outdated as-built there, and suddenly turnover stalls.
Commissioning managers, QA/QC leads, and turnover coordinators need to be in place before closeout begins.
Near the end of construction, three milestones matter most.
Substantial completion is the point where the facility is complete enough for its intended use. At this stage, the punch list is issued and retainage - usually 5% to 10% of the contract value - may be ready for release. The building can be used, but testing and punch-list work may still be left.
Commissioning completion is a separate milestone. It confirms that building systems perform in line with the Basis of Design and the Owner's Project Requirements. For hospitals, secure facilities, laboratories, and utility plants, this is about proven system performance, not just equipment that has been installed. In secure facilities, even one unsealed penetration can delay accreditation and turnover. That's why commissioning managers need to be involved before startup testing starts.
Beneficial occupancy (BO) is the point when the government can use the facility for its intended mission, even if a few minor closeout items are still open. Think of it as the practical handoff point. Warranties usually begin at BO, and day-to-day responsibility for utilities and maintenance shifts to the government.
After BO, the focus turns to as-built drawings, operation and maintenance manuals, training, inspections, and the rest of the turnover package. Missing turnover documentation causes 42% of closeout delays. That's a big number, and it usually comes from records not being kept current along the way. Keep the log updated through turnover.
A MILCON project doesn’t begin when crews show up on site. It starts with Congressional funding. From there, the schedule moves through design, procurement, construction, and turnover. Those phases decide whether the project reaches beneficial occupancy on time. They also shape when each key hire needs to happen.
One hard truth shows up again and again: weak planning at the front end can throw off the whole job. Delays don’t just appear out of nowhere. They often start early, then ripple through the rest of the timeline. The same goes for long-lead equipment. If it isn’t sourced well before mobilization, the project can hit a wall later. And for secure facilities, hiring can’t wait until the last minute either, since clearance processing may take months.
From a staffing point of view, the timeline usually falls into four waves:

Before construction starts, MILCON projects often slow down for a pretty simple reason: the groundwork isn’t solid enough.
Weak early planning, teams that don’t have the right level of skill, and missing risk reviews or paperwork can all throw a project off course. When that happens, budgets become less dependable, redesigns creep in, and rework starts eating up time and money.
A few other choke points show up again and again. Utility interconnections can take 6 to 18 months. Long-lead equipment like switchgear or generators can hold the schedule hostage. And if zoning, permitting, or site-feasibility problems get missed early, they tend to come back later as expensive delays.
There’s no one-size-fits-all timeline for a MILCON project. The schedule depends on the project’s complexity, overall scope, site conditions, utility tie-ins, and whether long-lead equipment needs to be ordered early.
Past comparisons show that major defense acquisition programs often take 8 to 11 years from development to delivery. Utility connections can add another 6 to 18 months. And weak planning at the start plays a big role too, contributing to delays in about 25% of projects.
Hire by project phase, not by the usual HR timeline. Bring key people in at least one phase before they need to be on-site.
